The costs of the engineering examination of the final plat, construction <• plans, and any other engineering administration costs and fees incurred in conjunction with the final plat, shall be paid by the subdivider and shall be the actual costs of the engineering examination and review as incurred. by the City. Section IV. Repealer. All ordinances or parts of ordinance in conflict with the provisions of this Ordinance arethereby repealed. Section V. Severability Clause. If any section, provision or part of this ordinance shall be adjudged invalid or unconstitutional, such adjudication shall not affect`the validity of the ordinance as a whole or any section, provision or part thereof not adjudged invalid or unconstitutional.
