Kandy Kobold Kandy Kobold wn Clerk Minutes of Special Council Meeting, March 17, 1971, Tiffin, Iowa. Mayor Flansburg presiding. Councilmen present: Ned Allen, Don Davis, Jerry Michel, Glenn Potter, and Ted Spivey. Absent: None. Also present were Ken Steuck and his attorney Phil Leff. Purpose of this meeting was to discuss the streets and what all needs to be done to them. It was decided to contact Pelling, Perrin, Wilman Co. and Mannatts Inc. in Brooklyn to see if they would be interested. Ken Steuck wants to make an 8 unit trailer park on his property. He was told there has been the first reading of an ordinance establishing a zone for trailers, trailer courts, and multiple family dwellings.
