Minutes of Special Council Meeting, April 12, 1972, Town of Tiffin, Tiffin, Iowa Mayor Stratton presiding; Councilmen present: Potter, Spivey, Kobold, Davis. Councilman absent: Bream Absent: Attorney Neuzil Clerk read a letter she received from Hayek & Hayek representing their client Mr. Louis Voparil. Mr. Hayek states his client feels after examining the proposed change in his site plan for an 8 plex, he feels that it would be unwise and impractical for a number of reasons. First of all, it would eliminate too many parking spaces and would result in only minimum amount of off street parking. He feels this would only cause problems in the future for the neighborhood as a whole. Secondly, taking the whole thing together, the proposed change in the site plan would result in a less attractive development than the one originally proposed. Also, moving the parking in between the two buildings would cause traffic problems for the persons residing in the buildings on the driveway. For those reasons his client had instructed Mr. Hayek to advise the Council that he declines to make the proposed change in his site plan. He is, however, willing and does hereby state in writing that he will, if the building permit is granted, delete three parking spaces at the southeast corner of the lot as was suggested at the last meeting. Further, he will subdivide the parcel as was suggested at the last Council meeting. With the two alterations outlined in the preceding paragraph we request that the application for building permit originally submitted be granted by the Town Council. Glenn Potter made a motion to deny Mr. Voparil a building permit, as presented. Don Davis seconded. All in favor by roll call vote. Mark to notify Mr Hayek of The Council's decision and to return the check for $25.00 for the permit. Mr. Ray Scheetz present to discuss further his plans for a trailer Park. He states he contacted the Town's Engineer, Mr Reed from Power Willis Ass., and Mr. Reed was present to discuss with the Council the proposed plans. Mr. Scheetz states he plans to run a 6in. water main to and across the railroad, then 4 branches off this main to the Trailer Park. He hopes to develop about 10 trailer lots a year and will probably start developing on the north-east end of his property first. Intends to dig out the present pond to the east to about a 20ft. depth. Glenn Potter made a motion to approve the plot plan with the stipulation that the size and materials used in construction of sewer and water lines must be approved by the town and no taps-ons to water or sewer would be approved by the Town until inspected and approved by the Town's Engineer. Ted Spivey seconded. Potter, Kobold, Spivey voted Aye. Davis voted Nay. Motion carried. Mr. Reed discussed with the Council the building of a Polishing Pond at the Sewer Plant. He feels the Town could get State and Federal Aid when plans for the construction are under-way. Don Davis made a motion to approve and enter into the service contract with Water Quality Management Inc., Ted Spivey seconded. All in favor by roll call vote. Don Potter to contact Mr. Burton concerning the scholl buses staying on Grant Street, as all other streets are embargoed. Don Davis made a motion to pay the following bills. Kandy Kobold seconded.
