Minutes of Regular Council Meeting, May 2, 1973, Town of Tiffin, Tiffin, Iowa Mayor Stratton presiding: Present: Potter, Kobold, Birtcher, Spivey Absent: Janssen Att. Neuzil present. Glenn Shoemaker present from Hawkeye Engineering Co. He brought an application to be signed for Federal Aid, with the Environment Protection Agency, USA for a Grant under the Water Pollution Control Act. (To file an application on behalf of Town of Toffin with the US Government for a grant in aid in the construction of an Effluent Holding Pond and Sludge Drying Ponds.) Clerk signed application and is to forward it on to Des Moines. (Grant request $22,500.) Mr. Shoemaker submitted 3 proposals for Lab Services that Water Quality Management could provide the Town of Tiffin for the coming year. Proposal #1 We will perform all tests for the Town of Tiffin as per the requirements of the State Department of Health on all samples delivered to our laboratory for the amount of $7,332.00. (we do not anticipate that you will accept this particular proposal.) Proposal #2 We propose to perform tests numbered 7, 8, 9 and 10, above, on samples delivered to our laboratory for $2,132.00. Also, we propose to assist you in securing the necessary laboratory equipment for the performance of tests 1 through 6. We will also instruct Mr. Brown in the performance of these particular tests while we perform them prior to your receiving of the necessary equipment. You will need to purchase approximately $500 worth of equipment for the first groups of tests (1 through 6) and provide your operator with laboratory space. The reasons we have proposed to perform the tests 7 through 10, is because of the large and sophisticated amount of equipment that would be required by the Town if you were to perform these tests. Tests 1 through 6 require comparatively little testequipment and on a daily basis, Mr. Brown would be more able to perform these tests than would we. We would substitute for the Relative Stability test (#7), a Biochemical Oxygen Demand test, (BOD). Mr. Brown would be in complete charge and full responsibility for the operation of the treatment facility. We would however, be available to Mr. Brown on a consulting basis at our normal hourly rates. Proposal #3 We propose to perform for you the same services that we have in the past for the same dollar amount that we had on our previous contract. Since the expiration of our contract with you on February 28, we have continued to provide you this service. We have continued the testing and service at no charge to you because we felt that we had not presented you with a viable alternative at that point. We will, however, have to discontinue service very soon unless we reach an agreement as to what services we will provide you. The above three proposals were taken from a letter from Mr. Shoemaker, President, Water Quality Management, letter dated April 24, 1973.
