Minutes-9 /10/1980

The Tiffin City Council met in regular session on Wednesday, September 10, 1980 at the Tiffin Methodist Church. No one spoke during community forum. Mayor Pro-tem Madden called meeting to order at 7:45 p.m. Councilmembers present were Potter, Spivey, Rohret and Williams. Also present were Mike Kammerer and Barb Murray. Motion Rohret second Williams to approve agenda. Carried unanimously. Motion Potter second Spivey to approve minutes of August 13, 1980. Carried unanimously. Motion Potter second Williams to increase Ralph Brown's salary by eleven percent (11%) to $14,846, per year and make it retroactive to July 1, 1980. Roll call vote: Potter, aye; Spivey, nay; Rohret, aye; Williams, aye. Motion carried. Clerk read letter sent to James Brotherton concerning abandoned vehicles on property in Tiffin. Motion Potter, second Spivey to instruct Mayor Formanek to carry out provisions of Ordinance No. 1980-91 of the City of Tiffin Ordinances and remove red pick-up truck with 1977 license plates and gray passenger bus with 1978 license plates from property owned by James Brotherton on the corner of Main and Third Streets. Roll call vote: Potter, aye, Spivey, aye, Rohret, aye, Williams, aye. Carried. Discussion concerning proposed agreements with Tiffin Fire Association. Motion Rohret second Spivey to defer decision on proposed agreements with Tiffin Fire Association until next regular meeting in October. Carried unanimously. Motion Spivey second Potter to issue building permit to Bill Bream for addition to present house on Summerhays Street according to drawing submitted. Carried unanimously. Potter will contact Hawkeye Watertower Preservation Company to drain and inspect water tower. Mike Kammerer will also inspect inside of tower. Dennis Schneider not present to request building permit for duplex on lot #3 Sadler Addition. Council discussed impact of 3.6% reduction in state aid. Committee of Rohret, Spivey and Madden will review and/or revise City of Tiffin Ordinance Nos. 14,20,22, 25, 26. Potter introduced ordinance to amend Ordinance Nos. 55, 62, 63 of City of Tiffin Ordinances. Ordinance read and duly considered by Council. Motion Potter second Spivey to adopt ordinance. Roll call vote: Potter, aye; Spivey, aye; Rohret, aye; Williams, aye. Carried. Motion Potter that rule or law requiring three readings on three different dates be dispensed with. Roll call vote: Potter, aye; Spivey, aye; Rohret, aye; Williams, aye. Mayor Pro-tem Madden declared Ordinance No. 1980-96 passed and adopted.
