Motion Madden second Potter to instruct clerk to send to the Tiffin Planning and Zoning Commission the following proposed amendments to the Tiffin Zoning Ordinance No. 1979-83 for consideration and recommendation: 1) Creation of a Board of Adjustment, 2) Redefine "dwelling" in order to exclude mobile homes from R-1 districts, 3) Establish a T-C district on the Official Zoning Map, 4) Allow existing lots of record to be developed according to their zoning. Carried unanimously. Item number four would allow lots which are smaller than 90 feet by 140 feet to be developed, according to their own zoning, without the necessity of asking the Board of Adjustment for a variance. Motion Madden second Potter to set date for public hearing in regard to zoning matters forwarded to Planning and Zoning Commission for Wednesday, June 10, 1981 at 7:00 p.m. Carried unanimously. Motion Potter second Rohret to exercise option to renew current contract with Iowa City Cleanup and Transfer for garbage collection at the rate of $309.00 per month for a period of one year ending June 30, 1982. Concern expressed over fire truck being able to get out onto street when both sides are parked with cars. Motion Spivey second Potter to install "no parking" signs on east side of Main Street between Second and Third Streets. Carried unanimously. Discussion concerning removal of walkway blocks on Third Street extension to Clear Creek High School. Blocks are kicked out into street and snow is not plowed on walkway side. Could get hurt on blocks. Only access to school for children living on south side of highway #6. Could designate walkway by painting yellow stripes on road. Could build sidewalk. Rohret will draw up plan for installation of sidewalks in Tiffin. City could install and possibly levy special assessment. By ordinance, city could require property owner to maintain sidewalks. Attorney Hoefer will research special assessments and propose a method for installation. Motion Spivey second Madden to table consideration of removal of walkway blocks on Third Street extension to Clear Creek High School until more information is available. Carried unanimously.
