Estimates ranged from $4,400.00 upwards. Council decided cost was prohibitive. Potter will talk with county about fill dirt. High cost is largely due to need for 400 yards of fill dirt. A 196 foot sidewalk on level property was estimated to cost about $2,000.00. Mayor Formanek asked Greg Downes if he would consider allowing the City an easement across his property in order to install a sidewalk along the north side of Third Street extension.) Downes said he would talk with partners and consider it. Attorney stated that City would be liable if easement was granted. Council discussed several options such as painting yellow stripes on the roadway and driving posts into roadway, building up edge of roadway and fencing it permanently, directing all traffic through the highway #6 entrance, making Third Street extension one way. Council directed Mayor Formanek to talk with Clear Creek Community school board concerning matter. Council instructed Spivey to direct Ralph Brown to paint a walkway designation on the south side of Third Street extension before school starts on August 26, 1981.
Council heard recommendation from Rohret to appoint Richard O'Keefe, David Kacena and Kandy Kobold to Planning and Zoning Commission, to take Sandra Morgan off Planning and Zoning and appoint her to the Board of Adjustment and to take Johnita Langenberg off the Board of Adjustment and appoint her to the Planning and Zoning Commission. Council will appoint members to the Planning and Zoning Commission and to the Board of Adjustment at the next regular meeting and stagger terms as provided in ordinances.
Potter reported that the Tiffin Fire Department wants a "no parking" sign right across from the fire station from the south edge of Virgil Potter's driveway to the corner of Main and Second Streets. This would allow parking on only about ten feet of the street between Second and Third Street. Council decided by consensus to leave the original motion as it stands.
Nothing new to report on animal control.
Clean-Up Day will be handled entirely by the Tiffin Fire Department except that the City will pay the landfill fee.
Council discussed sewer rate increase. Clerk presented two recommendations based on different formulas. Mayor Formanek set date for public hearing on sewer rate increase for September 9, 1981 at 7:00 p.m. at the Tiffin Methodist Church.
Downes informed the Council of his intention to request installation of individual water meters for apartments and to bill tenants. Downes stated that he would be liable for tenants to register with the clerk and he would pay any unpaid bills. Council will deal with meter when it is formally requested.
