Council pointed out that families could purchase a library card from the Coralville Public Library for $25.00 per family. Clerk instructed to put this in the water bills.
Motion Stevens second Brown to not enter into an agreement for Coralville Public Library for FY '83. Carried unanimously.
Norman Swenka not present. Item deferred.
Brown reported that the State Fire Marshall's office will inspect above ground storage of kerosene and gasoline next week in Tiffin.
Discussion concerning sidewalk cleaning ordinance. Stevens stated that the ordinance should either be enforced or repealed. Attorney stated that city is liable even if it does not have an ordinance providing for cleaning sidewalks, but a new law is under consideration which would make the adjoining property owner liable. Cox stated that the sidewalks ought to be cleaned.
Motion Spivey second Stevens to defer Sidewalk Cleaning Ordinance until next regular meeting because Mayor Brotherton was not present. Carried unanimously.
Attorney stated that nothing has been heard concerning Mr. Voparil's rezoning issue. Attorney also reported that the land sale to Mr. Scheetz should be completed within two weeks. Council instructed Clerk to check into both matters and report back.
Ray Scheetz and Bob Johnson presented proposal for selling lots in the Clear Creek Mobile Home Park and creating a Homeowner's Association for management of the park. Scheetz has not contacted the State concerning the matter but reported that one mobile home park in Waterloo is currently operating in this manner. Scheetz reported that the city will bill the Homeowner's Association for water, sewer and garbage rather than each individual separately. Scheetz will hold a tenant's meeting in about two weeks and will advise Clerk of date of meeting.
Scheetz reported that garbage pick up in the Clear Creek Mobile Home Park has been satisfactory for the last few weeks. There was a general discussion of garbage pick up for the trailer court and for apartments. Item will appear on next month's agenda.
