Mayor Pro-tem Cox called the meeting to order at 7:30 p.m. Councilmen present were Stevens, Brown, Spivey and Rohret. Also present were Attorney Hoefer, Barbara Murray, Judy Aspelmeier, Dorie Madden, Marvin Swenka and another citizen, Gary Hughes, Duane Lewis, Ray Scheetz and Bob Johnson.
Motion Spivey second Rohret to approve agenda as amended to move discussion of contracts with David White and Johnson County Sheriff's Department to beginning of unfinished business and to add development of lots in Clear Creek Mobile Home Park because Ray Scheetz contacted Clerk on Monday, March 8, 1982. Carried unanimously.
Dorie Madden addressed Council during community forum concerning plans for kite flying contest on March 20 or 27, 1982. Council indicated that city would pay for prizes and instructed Madden to use her own judgement concerning prizes.
Marvin Swenka addressed Council during community forum concerning his pending suit in small claim's court from Louis Voparil. Swenka stated that he checked with Ralph Brown who gave to go ahead to dig the water line into Mr. Voparil's grocery and gas station, although city tap-on fee had not been paid. Swenka dug water line to Voparil's gas station and left the coil of piping as such. Swenka ran the line in December and made the hookup in the spring after getting the go ahead from Brown. Swenka charged Voparil $360.00 labor plus $75.00 regular tap-on fee for parts. He then reduced the bill by $75.00 for immediate payment. Voparil claims that Swenka charged the city's tap-on fee on his bill. Swenka stated that he did not charge the city's tap on fee and that although it is not a city problem he would like for someone to go to court with him and back him up concerning the city fee. Stevens volunteered to accompany Swenka to court on March 29, 1982 concerning matter.
