Clerk's notes from tape of special meeting called by Attorney Joe Johnston on July 14, 1982. The Tiffin city council met in special session at the request of Joe Johnston on July 14, 1982 to consider petition for voluntary annexation of three tracts of land located on the east and west side of Robert's Ferry Road on the northern city limits. Councilmembers present were Cox, Brown, Spivey and Rohret. Stevens was absent. Also absent was Mayor Brotherton. Mayor Pro-Tem Cox acted in his absence. Also present were Sandra Morgan to take minutes in absence of city clerk, Attorney Sladek, Joe Johnston, Amanda Potterfield, John W. (Bill) Grace, Ralph Stoffer, Lloyd Williams, Mike Colleran, Chris Rohret, Darla Bartels, A. J. Sessions and other citizens. Johnston presented petition to councilmembers and explained map. Johnston: Code of Iowa states that adjoining property must be 200 feet wide. Tract 3 is 200 feet wide. We have no intention of doing anything with tract 1 or 3. They are necessary to bring tract 2 into city. Amanda intends to build a dwelling there and to pay for the cost of running sewer and water from the city of Tiffin to that property. The other alternative is to put it in as county and put in septic tank and well. It seems better planning, when it's this close to Tiffin, to become a part of Tiffin and use services there. Other consideration is that there are two suitable building sites on that lot. The set back requirements under the city ordinance are 25 and 25 feet and under the county is 40 and 50 feet. Would need variance under zoning. Builders are waiting in the wings. If doesn't get annexation right away, would be forced to go right away under county. There is nothing involved cost-wise to the city other than adding to the tax rolls. Any cost out there as far as running water and sewer would be borne by Miss Potterfield. Mr. Grace joined in petition solely for the reason that Miss Potterfield's tract would not join the city. His tracts are too small to do anything with. I understand Mr. Grace does have plans in the future to ask council to annex, but we're really no part of that. Cox: You would do the lift station at the city engineer's approval and specifications? Johnston: No problem with that. Stoffer: Lift station would be done away with if council eventually approves a septic system in our area. Morgan: Would you go over plans in future to do away with life station? Sladek: I see a lot of people here. Would they like to speak? Stoffer: If town annexes Bill's property and approves subdivision, there would be a gravity system for sanitary sewer involved in that and would abandon the private life station. Lift station is actually too sophisticated a word. It is a very reliable sump pump.
