Councilmembers present were Cox, Brown, Stevens, Spivey and Rohret. Mayor Brotherton was absent. Also present were Glenn Potter, Barbara Murray, Mary Hoefer, Chris Rohret, Darla Bartels, Johnita Langenberg, Dave Kacena, Tom Hoyt and three members from the high school government class.
Mayor Pro-tem Cox called the meeting to order at 7:55 p.m.
No one spoke during the community forum.
Motion Spivey second Stevens to approve agenda with the issue of DeKalb placed first. Carried unanimously.
Motion Rohret second Spivey to approve minutes of November 10, 1982. Carried unanimously.
Stevens reported that he talked with a salesman from DeKalb who said that the manager was concerned with profits the first year of operation and cut costs on maintenance. This created the odor problem because wastes were not being processed properly. The plant has a new manager now who is more aware of the need for proper processing. Stevens informed the salesman that if the odor continues the matter will be referred to the Johnson County Board of Health.
Stevens left at 8:00 p.m.
Murray reported that Mr. TePaske could not be in attendance but that he had presented the preliminary recommendation to the Board of Supervisors. Dick Myers and Don Sayer have been appointed to a committee to review the fringe area study and attend the council meetings. Chris Rohret asked why the preliminary map shows an area for development to the north when there is land inside the limits that is undeveloped. Potter stated that Allen's property came into town voluntarily to help the school. Cox stated that the Allen property is not likely to be developed and that the property owner to the north is interested in future development. Brown stated that because he voted to annex one house does not mean he will vote for a large annexation. Further discussion on the fringe area study will appear on the January agenda.
Hoefer stated that Engineer Kammerer found several items on the plat of the Clear Creek Mobile Home Park that did not comply with ordinance. Rohret stated that some things are in the court but do not show on the plat. Hoefer stated that the city does not have any provision for waiving the requirements and that the plat should be updated. Kammerer will review updated plat. Planning and Zoning Commission will discuss request by Ray Scheetz for permanent permit at its public hearing on December 31, 1982. Request for permanent permit for Clear Creek Mobile Home Park will appear on January agenda.
