Stevens asked what the Council should do when the Commission does not meet on a referral. Bartels stated that the Commission has a tendency not to meet if it is easy to override their recommendation. Chris Rohret stated that the chairman had not notified all Commission members in the past when a referral had been made but right now their recommendation does not carry any weight and the Council bypassed the Commission on the Potterfields issue. Bartels stated that it is difficult to see what influence the subdivisions out of town will have on the long range growth of Tiffin, but that the Commission should look at them anyway. Brown stated that issues should be researched thoroughly by the Commission if it will take 4-5 votes to override their recommendation, and that things outside of town are important. Brown stated that it would put more weight on the Commissions shoulders. Murray offered to do staff report on any issues. Cox stated that there were other reasons, besides the petition, for voting against rezoning lot #5 of Sadler Subdivision such as children using that street to go to school because there are not any sidewalks and fire protection in area. Hoyt stated that the Commission approved the request on lot #5 because it wanted to keep R-3 zoning all in one area. Bartels stated that the Commission did not think of the other things and that the city attorney was not at their meeting. Hoefer suggested that the Planning and Zoning Commission hold the public hearing in the future so that all information is presented to them at the hearing. Bartels stated that is Commission had everything all at once maybe a 4-5 vote would not be necessary. Stevens stated that the Council wants to work with the Commission but he felt that a 3-2 vote was enough. Spivey stated that if the Commission held the public hearing and knew as much as the council and heard the voice of the people that the Commission would probably vote the same way as the Council. Brown stated that he thought it was the Commission's job to research the issues. Hoyt stated that the Potterfield issue should have been looked into. Stevens stated that everyone he talked to was in favor of it. Brown stated that no one was against one house but that people did not want more development. Chris Rohret pointed out that the proposals on the fringe area study show development to the north. Brown stated that the reason for the study was to inform the county of Tiffin's wishes in order to prevent another problem like the county's approval of Dekalb. Chris Rohret stated that Tiffin does not need to have any more houses. Brown stated that county could approve development to the north if there was not any input from the Council.
Planning and Zoning Commission will hold a public hearing on the proposed amendment to the Zoning Ordinance No. 1979-83 to require a Council vote of 4-5 to override a Commission recommendation.

Motion Stevens second Rohret to adjourn at 7:50 p.m. Carried unanimously.
