Text read by the vision model; check the PDF for anything that matters.Barb: You could require fencing or screening.
Spivey: If give him a building permit, there ought to be a small fence or something east of the driveway to keep cars from pulling on and off the street anywhere without using the driveway, as is happening now.
Barb: I see problems with giving variances to allow storage building in an R-1 zone. This is going against zoning ordinance completely. I didn't think there would be grounds for a variance.
Spivey: Wouldn't it be the same as a homeowner who didn't meet the right footage requirements and wanted to ask for a variance?
Sladek: The Board of Adjustment does not have the authority to put a commercial building in an R-1 zone. It cannot defeat the zoning purposes. The Board of Adjustment can alter parking requirements, height requirements but cannot alter zoning itself. I'm not sure whether a variance is compatible with the existing use.
Barb: The Board of Adjustment cannot increase a non-conforming use. Must go with different zone.
Sladek: There's no choice then but to go with a zone very different from the existing ground around it. I know you'll have trouble with other lots surrounding it in the future. Problem with a buffer zone between houses.
Potter: Bream can't go to the Board of Adjustment?
Sladek: I'm not sure that he can.
Barb: He was using property to commercial use when zoning was passed but he cannot expand commercial use without rezoning.
Spivey: What if he doesn't build another separate building but attaches it to the existing one?
Barb: He would still be expanding the business.
Potter: Hate to see it zoned commercial.
Sladek: Better to zone whole strip of land if you're going to rezone anything and make it very restrictive commercial, then other areas would also be restricted.
Barb: I understand that trucks come in and out of property all along the street and are not using the entrance.
Spivey: Driving over shoulder of road all along Railroad Street between Main and Grant.
Barb: Could require that loading spaces are inside lot and could make sure water does not run off into street. Establish strict standards. That's one way about easing concerns about noise, smoke, odor, glare of lights.
Bartels: Can we require drainage standards since it is a low lying area?
