Council discussed property located at 210 Summerhays Street. Clerk read letter dated December 19, 1983 which directed Earl Volkman to pay sewer and water fees which were delinquent, hook onto the water for sanitary purposes, clean up debris in yard, repair broken windows and keep grass mowed during growing season, and reported that no communications had been received from Mr. Volkman. It was the consensus of the council to instruct attorney to file charges against Earl Volkman as applicable under the nuisance ordinance for not complying with directive to clean up property and 210 Summerhays Street and bring it up to health standards.
Ray Scheetz addressed council concerning garbage collection in Clear Creek Trailer Court. He asked to be released from city service in order to hire a private hauler who would pick up garbage more than once per week and who would give him a larger dumpster. Spivey stated that he thought the ordinance required that all residences be served by the city. Stevens stated that it is difficult to control the use of dumpsters where multiple family units are concerned and the city does not give good service for them. He stated that if the trailer court is eliminated from city service, other multiple family dwelling units will have to have the option to be eliminated from city service. Potter stated that the city just signed a two year contract for service which costs $395.00 per month, no matter how many users. He stated that the city would lose one-fourth of its revenue by allowing the trailer court to discontinue use and another sizeable increase in rates would be necessary to make up the difference. Morgan stated that city cannot afford to lose one-fourth of its revenue from the project. Cox and Potter will meet with Ray Scheetz and Tim Wolfe in order to ask Wolfe to move dumpsters and to pick up garbage at the trailer court twice per week.
Potter presented request for entrance permit from Mike Hoyt for driveway on his property located 1 mile east of Tiffin. Driveway was installed several years ago, but paperwork for approval was never obtained.
