Text read by the vision model; check the PDF for anything that matters.Potter reported that Ralph Brown will retire in about a year and he would like to see the city train another person to run lab tests, so it does not cost the city too much in lab fees when Brown retires. Potter reported that Lonnie Detert was interested in training for job. Stevens stated that if the city advertised the position, it could get someone already qualified, or Detert could work to repay some of the tuition. Attorney stated that there would not be any problem with paying for someone's training, without advertising the position. Advertising the position is not a requirement in this situation. It is legal to pay for tuition for training, without advertising, if this is the way the council wishes to do it. Council instructed Clerk to check on cost of training for water/wastewater certification and put on agenda for July meeting.
Potter asked attorney to check if it was legal for him to authorize more hours for clerk if special work needed to be done.
Motion Morgan second Stevens to approve salary increases for Ralph Brown of 3% ($454.08 per year) and Adelia Kern of 5% ($332.40 per year). Roll call vote: Cox, aye; Kobold, aye; Morgan, aye; Spivey, aye; Stevens, aye. Carried unanimously.
Attorney reported that he sent letter to Richard O'Keefe and Dawn Clifford (property tenant) at 201 Second Street asking them to remove junk vehicles from the property without the need for a formal letter in compliance with ordinance.
Engineer reported that letter had been sent to Service Enterprises informing them that it does not look like their contract for the water tower will be completed by July 28, 1984 and reminding them of the penalty specified in the agreement. He stated that he did not see any reason to grant an extension of time at this point.
Engineer stated that there might be a need to install a new pump in the well to provide more lift. Council had not been previously informed of this possibility. Engineer will meet with Cox on this matter.
Discussion of community protection. Stevens will check with sheriff's dept. and see if they write violations on city ordinances.
Spivey reported that Jim Neuzil complained about car parked across from his driveway at 131 Second Street which is very seldon moved and makes it difficult to use his driveway. Potter stated that if it sits for more than 72 hours, he will have it ticketed. Spivey stated that he could see both sides of the issue, because the city does allow parking in the street, but car should be moved now and then.
Attorney will check the animal control ordinance to see if it is possible to file charges against someone who has repeatedly let dog run loose.
Cox reported that Stimmel will enclose the gauges in city park.
Kobold reported that Answer Iowa Service did not work during last rain. Clerk will check on this matter.
Motion Stevens second Spivey to approve clerk-treasurer's reports. Carried unanimously.
Motion Cox second Spivey to approve bills and accept receipts. Carried unanimously.
Motion Cox second Morgan to adjourn at 8:45 p.m. Carried unanimously.
GLENN R. POTTER, NAOYR
ADELIA S. KERN, CLERK-TREASURER
