Clerk reported that the entire water/wastewater home study course from Kirkwood costs about $760.00. State requires that operators have high school diploma or g.e.d. Water operator requires 35 c.e.u.'s plus 1\( \frac{1}{2} \) years experience and sewer requires high school diploma or g.e.d. and 3 c.e.u.'s and 6 months experience. This is already substituting courses for one-half of the experience. There is not way to get around this much experience. Council discussed possibility of Ralph Brown working part-time after he retires and new person working part-time while going to school. Potter appointed Cox and Kobold to talk with Lonnie Detert and Ralph Brown to see what is satisfactory and report at next meeting.
Council consensus to drop idea of expanding park unless city can get grant money for that purpose.
Stapes reported that firemen met and discussed debris left on Reeve property after tearing out old stockyards. Firemen feel it is a reflection on them because it has not yet been cleaned up and hauled away.
Motion Spivey second Cox to hire truck to haul out debris left from tearing down old stockyards on Reeve property on Clean-Up Day, use city tractor and volunteer labor. Carried unanimously.
Potter stated that he would talk to Reeve first to make sure everything is satisfactory. City will not dig out and move concrete footings.
Dennis Brown reported that, assuming the city wants to use the new fire station for meetings, the Fire Association would like to work out some sort of agreement whereby the Association does not have to pay sewer tap on fee of $150.00, buy water meter for $60.00 or pay monthly user fees for water and sewer. The minimum monthly user fee is currently $15.80. Brown stated that the city's share of heating would probably be $15.00 per month. The city currently pays $175.00 per year to rent the church.
Spivey asked if it was legal to trade rent for user fees, or to waive tap on fees.
Brown: There's no difference
Stevens: Don't trade, give each other checks.
Potter: Use only for meetings.
Stevens: Don't see any reason to pay more to Fire Association for same purpose we use church.
Brown: City is not out anything because not charging a fee now.
Potter: Could city give $210.00 to Association for deposit and pay monthly rent in amount of water/sewer fees?
Morgan: They also want $15.00 per month for heating, don't they?
Brown: Yes.
