Text read by the vision model; check the PDF for anything that matters.The Tiffin City Council met in special session on Friday, August 3, 1984 at the Tiffin Methodist Church in order to receive bids for 1984 street repair program.
Mayor Potter called meeting to order at 7:40 p.m. Councilmembers present were Cox, Kobold and Spivey. Stevens and Morgan were absent. Also present were Beverly Birtcher, Stephen Greenleaf, Bob DeWitt, Russell Schneider and a representative from Prairie Road Builders.
During community forum Cox expressed concern about the weeds and tall grass on the school property on north side of highway 6. Council instructed clerk to call the superintendent and ask him to take care of problem. If no action is taken clerk should write letter and cite nuisance ordinance.
Engineer DeWitt opened sealed bids and read as follows:
<table>
<tr>
<th>Company</th>
<th>Base Bid</th>
<th>Bond received</th>
</tr>
<tr>
<td>L.L. Pelling</td>
<td>$6,105.00</td>
<td>yes</td>
</tr>
<tr>
<td>Prairie Road Builders</td>
<td>7,150.00</td>
<td>yes</td>
</tr>
<tr>
<td>Municipal St. Improvements</td>
<td>9,450.00</td>
<td>yes</td>
</tr>
</table>
Prairie Road Builders' representative stated that his bid included patching and prime needed before seal coat. Engineer DeWitt stated that all bids included that work and all were consistent. He stated that Bob Lentfer talked with each firm who took out specifications.
DeWitt recommended acceptance of low bid from L.L. Pelling of $6,105.00.
Potter: Roberts Ferry Road is the worst road in Tiffin and then the alley by the Lark.
DeWitt: City has option of rearranging work to be done. That's why the specifications called for a unit price bid. Can adjust quantity to be within budget. It was anticipated that the budget would not allow it. Pelling's unit cost for scarification is $1.20/sq. yd and Prairie Road Builders is $1.30/sq. yd. The base bid was 2500 sq. yds. The hill is about 650 feet long or 1660 sq. yd and would cost about $2,000.00 to do.
Spivey: The council discussed this and decided not to do any alleys because they can't do them all. That alley is used by delivery trucks and a lot of others who shouldn't be using it anyway. Ralph could patch it up.
Road Builders: Don't change the rules now. We could have bid lower unit price if we knew the hill was going to be done. It's a lot different doing a 650 foot stretch than hopping from 50 - 60 foot stretches.
Cox: Why is Railroad street in the bid?
DeWitt: It's just down for chip and seal to build on the present structure, not for scarification.
Clerk stated that Schumacher was instructed at last meeting not to put alley in bid. Council consensus.
