Cox asked if council voted to use epoxy on inside for pits. Baker stated that it is faster method. Welding takes a lot of time to grind down. The two methods were discussed at the last meeting before Cox arrived. Potter stated that contractors cut $400.00 off original price to repair pits by agreeing to this compromise. Take chance on curing time. At worst, City will save $400.00. Could take $300.00 back on drying time. Spivey asked why City should trade off. Potter stated that City will save $400.00. Spivey stated that he was not sure City would save $400.00. Other things could happen. When painted inside and outside, the clock stops. We don't charge for curing time. The original contract called for potable water on July 28th. Get the work done and then pay for repair of pits. Potter stated that he met with engineer in good faith to try to work out compromise. Cox asked if epoxy was used all the time and if Baker was familiar with it. Baker stated that welding is used for structural integrity. Our tower has structural integrity. Epoxy is used often. Baker has researched the epoxy method and the painting company is reputable. The epoxy is FDA approved and so is the inside paint. Potter stated that he tried to negotiate in good faith. The City already gave 30 days. If project is done is August 27th, that $3000.00 would be gone. Cox stated that it is not done and the first agreement is to backcharge. Potter stated that if City backcharges for 30 days and then pays $3400.00 the City will lose $400.00. Spivey stated that contractor should pay for his time and City should pay for pit repair. Kobold asked if City was talking about calendar days. Baker stated that these are calendar days. Kobold stated that contractor could work outside while inside is curing. Morgan stated that she did not want to see it come to a standstill. Baker stated that he did not think the outside work would be done before the full 7 days of curing time was started. Potter stated that contractor has to stay and test the water. Baker stated that contractor needs to do more sandblasting because that needs to be covered everyday to prevent ruting. Epoxy will not be started until council approves it.
