The Tiffin City Council met in special session on August 27, 1984 at the Tiffin fire station in order to consider request from General Telephone Co. for buried cable and water tower completion date. Mayor Potter called meeting to order at 5:30 p.m. Council members present were Cox, Kobold, Morgan and Spivey. Stevens was absent. Also present were Allen Baker, Mary Ann Herdliska and a representative from General Telephone Co. Council heard request to bury cable and backfill with granular fill taken out of trench. Streets will be restored to present condition. Motion Cox second Kobold to grant permission to General Telephone Company to bury cable from telephone building, east along Third Street, north along alley behind Summerhays Street to highway no. 6. Carried unanimously. Cox asked telephone representative to check on cost of installing 911 number in Johnson County. Herdliska reported that contractors working on water tower have been uncooperative about paint blowing onto her house from the sandblasting of the new tower. She just installed aluminum siding at a cost of $4800.00. Baker stated that the tower contractors have insurance for this type of thing and before the city settles for final payment of project, the contractor will be required to repair her siding or do whatever is necessary to restore to its original condition. The restoration has to be done to Mrs. Herdliska's satisfaction. The contractors are responsible for any overspray or damages caused to adjacent property. Cox and Potter will also check with Mrs. Herdliska before accepting final project. Herdliska also reported that she let the contractors use her electricity at the beginning of the project and they agreed to pay $30.00 for use. To date, she has not been paid. Baker will also take care of this problem before final settlement. Baker distributed copy of change order no. 2 which states that proposed agreement between contractor and City of Tiffin. Completion date is August 27, 1984. Contractor will pay City $100.00 per day until pit repair and painting is completed. Damages will not accrue while paint is curing and tank is being disinfected. Contractor will repair interior pitting at no extra charge. Cox asked if pits will be welded. Baker explained that contractor is using epoxy for filler. Spivey stated that he felt the City should pay the $3400.00 for pit repair and charge the contractor $100.00 per day from original completion date of July 27th. He stated concern about losing charges for 7 days if paint is curing and work is otherwise completed. Baker stated that the inside work in completed up to the repair of pits. Need 2 coats of epoxy and then paint. Will do inside before finish outside so inside curing time can start while outside is being done.
