The Tiffin City Council met in regular session on Wednesday, November 14, 1984 at the Tiffin Methodist Church. Mayor Potter called meeting to order at 7:30 p.m. Members present were Cox, Kobold, Morgan and Spivey. Stevens was absent. Also present were Russell Snyders, Tim Spivey, Tom Morgan, Virgil Potter, Rex Flansburg, Stephen Greenleaf and several members of the high school government class. A representative from Iowa-Illinois Gas and Electric Company addressed the council during community forum to provide information about company. Potter reported during community forum that Ralph Brown expressed concern about leaves in ditches around town. Council consensus to direct Brown to clean ditches and burn leaves. Motion Spivey second Morgan to approve agenda. Carried unanimously. Motion Kobold second Spivey to approve minutes of October 10, 1984 with correction on page 2 stating that bid received for new roof at water plant was from Aubrecht Construction and not Slade Brothers. Carried unanimously. Flansburg spoke on behalf of the Fire Association and reported that the Association would agree to paying half of the repair bill for broken water line at fire station. Motion Spivey second Kobold to pay one-half of bill from Morgan's Backhoe ($264.05) to repair water line at fire station with the understanding that the Fire Association pay the other $264.04. Carried unanimously. Tim Spivey requested building permit to place 24' x 60' manufactured home on lot at 105 College Street redrawing lot lines to create at least a 60' x 120' lot to build on. He reported that he moved the small trailer to the back of the current lot where the empty trailer hook-up is located for the time being, because the weather suitable for pouring cement is running short. He also stated that his parents might apply for a trailer court permit. Morgan: The minutes of the Board of Adjustment meeting show that he was denied putting three trailers on a lot. Ted Spivey: The City is violating its own ordinance if small trailer is allowed to be left there. Maybe we should put some time limit on it. Flansburg: If it's on wheels and they don't use it, is it anything more than a travel trailer? Tim Spivey: I want to salvage the annex on the small trailer and put it on the manufactured home. The small trailer is dad's. It's their problem now. I could have either put it out in the middle of the green space or put it on the back of the lot to get it out of sight. Variance committee said to get it off the lot.
