A RESOLUTION ESTABLISHING A COMMITMENT TO PROVIDE FINANCIAL SUPPORT FOR JCCOG was introduced by Councilman Stevens and seconded by Councilman Runge. Roll call vote: Cox, aye; Morgan, aye; Runge, aye; Soivey, aye; Stevens, aye. Mayor declared Resolution No. 1985-6 duly passed.
Mike Hoyt addressed Council about possibility to developing a subdivision on his property located about one mile east of Tiffin, containing eight or nine homes. He asked if City had water and sewer capacity to provide to subdivision. Attorney stated that City could sell services outside of limits. Council consensus that they had no objections to providing water and sewer service to Hoyt's proposed subdivision, providing that City has capacity, Hoyt gets necessary easements and runs lines at his expense. Hoyt will check further and report back to Council.
Motion Soivey second Cox to change regular meeting time from 7:30 p.m. to 7:00 p.m. each month. Carried unanimously.
Council consensus to authorize Mayor and Clerk to spend $1,100.00 on new copy machine.
Cox reported on Park Committee progress. The property north of highway no. 6 owned by the school is not big enough for a softball diamond. Neither Ned Allen's property west of school nor George Reeve's property north of highway no. 6 is for sale. Cox will talk to Revve about possibility of buying property south of highway no. 6. Committee would like to provide a softball diamond, fitness trail, volleyball court, playground, barbecue pits and parking. This would require about 2 1/2 acres of land. Clerk was directed to send recreation survey to citizens in water bills on June 1st. Rockwell reported that JCCOG's first recommendation is to work out an agreement with the high school for use of recreational facilities whereby Tiffin provides funds for development of facilities. Second recommendation is Reeve's property east of city limits and south of highway no. 6. Potter reported that school property north of highway no. 6 is appraised by $20,000.00 for front part and $35,000.00 for back part. School will sell in two parcels.
Rockwell informed Council that as of July 1st, JCCOG will charge only the multi-county assessment to each city, but will provide services on a fee basis.
