Tiffin City Council Minutes The Tiffin City Council met in regular session on Wednesday, July 10, 1985 at the Tiffin fire station. Mayor Potter called the meeting to order at 7:00 p.m. Council members present were Cox, Morgan, Runge and Spivey. Stevens was absent. Also present were Attorney Greenleaf, Melody Rockwell, Leland Campbell and Gerrie Stratton. Motion Spivey second Morgan to approve agenda. Carried unanimously. Motion Spivey second Runge to approve minutes of June 12, 1985. Carried unanimously. Attorney Greenleaf reported that the City could give 10 days notice to Service Enterprise Corporation to complete the work on the 100,000 gallon water tower project and if work is not completed within 10 days, the City could contract with someone else to have work performed and withhold that amount of money from the final payment to Service Enterprise. Attorney reported that Engineer Snyders said the remaining site work should actually be done in September, but could give notice now, and that surrounding property owners should be made aware that work is going to be completed this way. Council consensus to direct Attorney Greenleaf to write letter to Service Enterprise Corporation giving ten (10) days notice to complete 100,000 gallon water tower contract or City will contract with another firm to complete work and withhold costs from final payment to Service Enterprise. Mike Hoyt reported that he will go to Johnson County Board of Supervisors with preliminary plans for subdivision of 18 lots on south side of highway no. 6 approximately one-half mile east of Tiffin. Council stated concern about City's capacity to supply water and sewer services to subdivision after seeing report by Ralph Brown which showed amount of water pumped and infiltration into sewer lines. Mayor will contact City Engineer for his opinion. Motion Spivey second Morgan to table decision about supplying water and sewer services to Hoyt subdivision until report from City engineer. Chris Coblentz requested building permit for 8' x 15' foot addition to mobile home at 101 Summerhays Street and a 16' x 20' garage at same site. Garage would be in southeast corner of lot and 25' from front lot line. Mayor and Clerk will help Mr. Coblentz draw up request for permits. City will provide culvert for driveway from Summerhays Street.
