Minutes July 8, 1986 Stoffer: Tanks are about 1,000 feet from the well. I will check on state regulations. The second option is a lift station, as a short-term solution. It would be phased out when the east side is developed. Hart: I think the State will probably make you hook into present sewer facilities. Eventhough the system is overloaded in wet weather, you are close enough to it and within the city limits, so you'll probably have to hook into system. Stoffer: If so, we'll probably look at a lift station. Ideally, we would run lines down east side of creek by Summerhays Street. Stevens: If you need to hook into the sewer system, I'd probably say 'no' until sewer is fixed. First, check with the State about septic tanks. Hart: If infiltration problem is eliminated, an 8" line can handle if during dry weather. An 8" line should handle 500,000 gallons per day. Maybe you could go to aeration. You could hook into manhole no. 10 at top of hill and then help City with aeration. That way, we'd be helping each other out. Stoffer: A septic tank is not something we have to finance forever. Hart: Someday, someone will probably have problems with the septic tanks. In the long-range it would be better to hook into the collection system and do it now. Flansburg: Could it take another 25,000 gallons per day in dry weather? Hart: Collection system is in bad shape now, be we will be fixing it. Wouldn't develop any further west because of that. A lift-station is high mainenance and initial cost outlay. It is the developer's responsibility. Thirty-one homes won't happen tomorrow. They are just looking for approval of the concept tonight. It needs a lot more work before it's ready to go. Plans and specification are needed and state needs to approve. Flansburg: Was the sewer installed properly the first time? Hart: It's hard to say now. Flansburg: We don't want some problems in 20 years. Do it right the first time. I do want to see Tiffin grow. Hart: There are many ways to go about it. Stoffer: What is the council's reaction? Grace: If you don't favor the concept we won't proceed further. I already have six months work into this. Stoffer: We would look at the cost of a lift-station. Hart: Could you stage it?
