The Tiffin City Council met in special session on Wednesday, October 29, 1986 at the Tiffin fire station in order to receive the preliminary plat of Gracehill Subdivision. Mayor Potter called meeting to order at 7:00 p.m. Council members present were Stoner, Flansburg, Stratton, Morgan and Runge. Also present were Bill Grace, Ralph Stoffer, Stephen Greenleef, Mike Hart, Ted Spivey, Mary Nedved, Mick Potter, Alverta Williams and a representative from General Telephone Co.
Motion Morgan second Flansburg to approve agenda. Carried unanimously.
Stoffer presented preliminary plat for Gracehill Subdivision which consists of 96 lots on northwest side of Roberts Ferry Road north of crest of hill. Development would start with lots 51 and 52 and work along that street, then do southern section, then do northern section.
Stoffer: Storm sewers would drain at end of each cul-de-sac and pipe into culvert. Might have to adjust size of culvert. The run-off in the ASCS Guide for this type of subdivision is same as for cultivated ground. As developed, lots would be put into grass and kept maintained. There are 35 to 50 acres on west side of Roberts Ferry Road. The total drainage area to creek behind Summerhays Street is 300 acres and mostly from east side of Roberts Ferry Road. The ultimate solution would be storm water storage by damming 1/4 mile upstream from highway and creating a pond. This will probably be solved later when east side of Roberts Ferry Road is developed. The west side development will not materially change the drainage.
Hart: We'll check the culvert across the road, check the physical dimensions of the bridge and contact the state.
Stoffer: Typically sized for a 100 year flood.
Hart: Define the elevations and work backwards.
Stoffer: Could do interim smaller basin. Hopefully increase size of pond later and use as part of park area. Solve short-term problem with smaller pond. Maintenance on highway culvert might help now. It could be silted in.
Hart: There's not a whole lot of flow contributing from this subdivision to Summerhays Street, plus it's restricted by culverts. I think some of the culverts are plugged up. Will have figures ready by P&Z meeting.
Hart: I suggest a 66' right-of-way as collector off Roberts Ferry Road and future streets.
Stoffer: One question would be the sidewalk requirements. It would cost approximately $2000.00 for a corner lot and $750.00 for a sidewalk along a lot frontage.
Nedved: Covenants for building purposes?
Stoffer: City could casue building inspection. Probably want to tighten up building code. Typically, covenants can get tough to enforce.
