Hart: Covenants are only used in private development areas when city does not take over. By law, city cannot regulate quality of house to be built.
Stoffer: Hope city will help us keep up quality of development. We need to work together.
Potter: When will you start?
Stoffer: The weather will probably stop us this fall. Like to get approval as soon as possible because it's easier to get funding with some up front sales. The longer we have to talk to people, the better. As soon as the plat is approved, we can come back with final plat and construction drawings. Can usually sell on preliminary plat.
Potter: Will you bury phone and electric lines?
Stoffer: Haven't discussed it, yet. Most phone systems are provided at no cost to the developer. With gas and electric, the developer provides an escrow to be paid back as they get hookups. There are some disadvantages to underground systems. People always seem to hit it. We're open to input.
Morgan: Hart will look out for the city. I'd go with his recommendations on the drainage.
Stoffer: Sewer system will drain basically up cul-de-sacs and through side yards to Roberts Ferry Road. Lift station will be rear entrance and will pump up hill to sewer at top of hill. In the future, a gravity sewer going to the east and south will replace the lift station and will probably follow channel down to Summerhays St. It will probably take a new line. By the time we get more development, it will overload capacity. We are still examining grinder pumps. We expect split foyers and ranch style houses.
Hart: Will there be 10' frontage yard for easements for water and sewer?
Stoffer: Water 3' from back of curb, sewer off right-of-way. Other utilities will be in front yards.
Hart: With 60' street there is only 14 1/2' on each side for easements.
Stoffer: In subdivision, usually the right-of-way point sets where set-back will be. Typically 20-25' in front yard for easements.
Motion Morgan second Stratton to refer preliminary plat of Gracehill Subdivision to Planning and Zoning Commission for public hearing. Carried unanimously.
Motion Flansburg second Stratton to adjourn at 7:35 p.m. Carried unanimously.
