The Tiffin City Council met on Wednesday, December 10, 1986 at the fire station. Mayor Potter called meeting to order at 7:00 p.m. Members present were Stoner, Stratton, Flansburg and Runge. Morgan was absent. Also present were Engineer Hart, Attorney Greenleaf, Ralph Stoffer, Bill Grace, Todd Kimm and members of the high school government class.
During community forum Stratton reported that a citizen had asked why the street lights are on the north side of highway no. 6. The electric lines run on that side of the highway.
Motion Flansburg second Stoner to approve agenda. Carried unanimously.
Motion Stratton second Runge to approve minutes of November 12, 1986. Carried unanimously.
Hart reported that FmHA requires that current well no. 1 be permanently abandoned and that all plans and specifications show renovation of plant, whether or not it is needed. Using FmHA's requirements would put the project cost close to $85,000.00. Meeting State requirements and designs by city engineer puts the estimated project cost at $60,000.00. The FmHA requires a 38 year loan which sets the interest paid on an $85,000.00 loan at about $200,000.00. The interest paid on a ten-year General Obligation Bond sale of $65,000.00 would be approximately $25,000.00.
Motion Runge second Flansburg to pursue to sale of General Obligation Bonds to finance the new well project and to decline the loan offer from FmHA in order to save the city several thousand dollars in project costs and nearly $100,000.00 in interest costs. Roll call vote: Stoner, aye; Stratton, aye; Flansburg, aye; Runge, aye; Morgan, absent. Carried.
A RESOLUTION TO PROVIDE FOR NOTICE OF PUBLIC HEARING ON PROPOSED PLANS AND SPECIFICATIONS AND PROPOSED FORM OF CONTRACT, AND ESTIMATE OF COST FOR THE CONSTRUCTION OF IMPROVEMENTS AND EXTENSIONS TO THE MUNICIPAL WATERWORKS SYSTEM, AND THE TAKING OF BIDS THEREFOR was introduced by Runge and read by the clerk. Motion Runge second Stoner to adopt Resolution No. 1986-16. Roll call vote: Runge, aye; Stoner, aye; Flansburg, aye; Stratton, aye; Morgan, absent. Carried.
Motion Stoner second Flansburg to direct clerk to contact First National Bank of Iowa City to initiate tentative arrangements for interim financing for the new well project, if it is needed. Carried unanimously.
AN ORDINANCE AMENDING THE ZONING ORDINANCE NO. 1979-83 OF THE MUNICIPAL CODE OF TIFFIN, IOWA BY CHANGING THE USE REGULATION OF CERTAIN PROPERTY FROM A-1 AGRICULTURAL TO R-1 SINGLE-FAMILY RESIDENTIAL was introduced by Stratton. Clerk read the ordinance and council duly considered it. Its adoption was moved by Stoner and seconded by Flansburg. Roll call vote: Runge, aye; Flansburg, aye; Stratton, aye; Stoner, aye; Morgan, absent. Carried. Councilman Stoner then moved and Runge seconded that the rule or law requiring three readings of this ordinance on three different dates be dispensed with.
