Minutes March 11, 1987 The Tiffin City Council met in regular session on Wednesday, March 11, 1987, at the fire station. Mayor Potter called meeting to order at 7:00 p.m. Members present were Morgan, Stoner, Stratton, Flansburg and Runge. Also present were Stephen Greenleaf, Mike Hart, Todd Kimm, Gary Clarin and Dick Anderson. Motion Stoner second Runge to approve agenda. Carried unanimously. Motion Morgan second Flansburg to approve minutes of February 11 and February 18, 1987. Carried unanimously. A RESOLUTION AUTHORIZING THE EXECUTION OF PROMISORY NOTE for interim financing for up to $30,000.00 for new well project from First National Bank was introduced by Stoner and seconded by Stratton. Roll call vote: Flansburg, aye; Morgan, aye; Runge, aye; Stoner, aye; Stratton, aye. Mayor Potter declared Resolution No. 1987-6 passed and adopted. Clarin presented plan on behalf of Central Iowa Power Company for 69 KV line to tie Oxford sub-station into Iowa-Illinois' proposed sub-station in Tiffin. The majority of the line will be on private property, three feet outside of the railroad right-of-way, except 1.10 miles west of Tiffin it will begin to run on the railroad right-of-way. The above ground pole height will be 75 to 85 feet. Anderson spoke on behalf of CIPCO and stated that the Iowa-Illinois portion of the project has been delayed somewhat. He also stated that after construction and clean-up the line should not affect television reception nearby, although there is no guarantee. The line will not affect the existing voltage in Tiffin. Anderson stated that this project has no effect on the bills the residents pay. Attorney will check on need for permit or franchise and all legal aspects. Hart asked for two sets of condensed plans showing the portion of the project inside the city limits. Attorney reported that railroad will fix crossing in May. Morgan reported that people are driving through ditches and breaking them down. Hart recommended building up the ditches with loose gravel. Morgan will check on the flashing light for the truck route sign at Grant Street. Stratton reported that a resident asked about a portable stop sign at intersection of Grant and Third Streets. Stratton reported that Superintendent Steele has watched the crossing and stated there was no need for a sign because too few students cross there. He also stated that the school would not have anything to do with a sign. Steele recommended putting a four-way stop sing at the intersection. Council consensus that a four-way stop would not be a good idea because Grant Street is the truck route and farm-to-market road. Council consensus that since Tiffin does not have any one clear-cut school crossing and students cross at every intersection, a portable stop sign would not be needed. Motion Flansburg second Stratton to approve clerk-treasurer's reports. Carried unanimously. Motion Runge second Morgan to approve bills and accept receipts. Carried unanimously.
