Motion Stoner second Morgan to approve contract with Johnson County Sheriff's Department for 7 1/2 hours per week at $14.50 per hour for services effective July 1, 1989 for a period of one year. Carried unanimously. Stevens: It seems to be okay to park cars on the west end of my street. I'm not asking you to remove the "no parking" signs, just enforce them uniformly. People can park there so the elderly mother can get in and out of the car. That's reasonable. People can park there to drop off their children at the babysitter and pick them up again. That's reasonable. I want my tenants to have the same rights. It's only enforced on Wednesday nights between 6:00 and 7:00 p.m. If there are signs, everybody should get tickets. There's always cars there on Wednesday night. It's the busiest night of the summer. Spivey: We can understand that. Stevens: Why do you call and complain? Spivey: You can't get through the street sometimes. The signs were put up ten years ago. They were also put up in front of Joe Corso's. Deouty: If we're in town and we see a violation, we give a ticket. Stevens: I'm not blaming you. You're doing your job. Deouty: We're not here all the time. Tickets are written at random. Stevens: I want the signs removed. Stratton: Do the signs say "no parking on this side"? Potter: Yes. Originally, the fire department was concerned about getting through to the high school. Spivey: Glenn was the only one on the council at that time. Potter: Macden did complain about not being able to use it for her mother. Stevens: Enforce them all or take the signs down. I don't want to relinquish my rights. If my property is grandfathered in as commercial, I should have some parking rights as well. Deouty: If emergency vehicles need to get through there, you need to look at that. Spivey: The fire department asked about it. Citizens complained about it, too. Potter: Graham's always complained. Stevens left meeting. Spivey: We'll have a lot of problems if we take the signs down. Morgan: I think Greg has a legitimate complaint. The Lark cars park there on Saturday night. I can see where he feels like he's picked on. Deouty: It shouldn't be that way. He's not responsible for people who park there. All these people have driver's licenses and can read the signs. Morgan: Cars are ticketed on Wednesday nights and not on Friday and Saturdays. Stratton: They don't get tickets in the daytime. Deouty: Some tickets are being written in the daytime and a lot on the weekends. I'd have to look them all up. Spivey: Could you write a warning ticket? Morgan: Can't give a warning. Spivey: When I called the Sheriff's Department, I asked if patrons could be warned. Morgan: Greg has a legitimate complaint. Spivey: I thought the sheriff gave a good talk last month. The laws should be enforced everywhere, no matter who it is. There could be an emergency anywhere. I'm not in favor of taking the signs down.
