Morgan: I'm in favor of enforcing the contract. I don't want to set a precedent. Potter: If a refrigerator is sitting on a lot, it's the property owners responsibility. When you move it up by the dumpster, the town might be held responsible if an accident happened. I can see your point of view, too. Scheetz: If someone moves out on a Thursday, the garbage sits by the curb for a week. Stratton: Everyone is town has the same problems. Scheetz: I'm not complaining with the service. Potter: We've lowered the city taxes again. Scheetz: I pay $14,000 in taxes. It's a good asset to the city. Potter: At the June meeting, the council decided to enforce the contract and use cans. I didn't think about the streets. There's heavy traffic now. People move trailers in and out. Morgan: The garbage truck only runs once a week. There's a semi down there more than that now. Scheetz: He's going to get a notice. Spivey: People could sit the garbage out the morning of the pick up and it wouldn't be a mess. Scheetz: Could they put 50 cans where the dumpsters is now? Stoner: That would just be a big pile of garbage. Scheetz: Basically, I don't want the truck driving on the streets through the court and I don't want to have to get rid of all the large items myself. Spivey: We've tried the dumpsters and they didn't work. Try cans and see if they work. You won't have any more problems than the rest of the town, once the people get educated. I have to go along with the individual cans or bags. Motion Spivey second Morgan to require individual garbage cans at the Clear Creek Mobile Home Court and to disallow the dumpsters, in accordance with the garbage collection contract with Iowa City Cleanup and Transfer. Roll call vote: Eggers, aye; Morgan, aye; Spivey, aye; Stoner, aye; Stratton, aye. Carried unanimously. Scheetz: Will the rates raise? Potter: Wolfe's contact went from $450 per month to $485 per month, but the council is not raising the collection rates. Scheetz: Are you keeping me in because you need my money? Potter: No. Spivey: I thought I'd better tell the council that Bob took down the "no parking" signs on the south side of Third Street and when he went to put up the "no parking from here to corner" at 30 feet, he got some static. Morgan: From who? Spivey: There's only two people involved on that side of the street. There's already signs on the west side. One would hit in the middle of Flansburg's driveway. Stratton: The others don't look like they're 30 feet from the corners. Spivey: These signs have been taken down or broken off before. Would a car length be enough? Stratton: Where do they measure from?
