Hart: Between $9,000.00 - $10,000.00. We'd do three blocks with a 6 inch water main. Bartels: How much revenue would the city receive? Hart: It should pay for itself in three years. The estimated use is 3,000 gallons per day at $3.00 per 1,000 gallons. Bartels: How far does the IDOT have to run the service line? Hart: 10,220 feet. Bartels: What route? Ockereach: We'd take the county ditch on the west side of the road and then our right-of-way to the rest stops. Stoner: Will there be a pumping station? Hart: No. There is enough pressure. A 4 inch service line will give 46 psi. Stoner: What is the psi in town? Hart: 63-75. We're 20 feet lower than the rest stops. Potter: Are there any grants available for this? Hart: What is the city's LMI? Clerk: Last time we did it, it was not nearly low enough. Hart: Will this create any new jobs for the IDOT? Ockereach: No. Hart: Probably no grants available. Bartels inquired about authority of IDOT over driveways in town. Ockereack stated that their approval takes responsibility for liability away from the city. Ockereack: We will provide copies of our agreements with Grinnell and Victor. They're a little different, though, because this is a service line. Bartels: We need to make sure our people have enough water. Hart: We won't get low in town. The IDOT will have a meter on this side of the tracks and will pay for water using the same rates as residents are charged. Morgan: What is the cost? Hart: $10,000.00 would be the highest. It could be less if the city buys the materials. Bartels: How deep will the main be buried? Hart: 5 1/2 to 6 feet. Most of out costs will be the valves. We should have a fire hydrant there. The one at Ralph Brown's is the closest. Herring: We need one at both Grant and College. Potter: We'd make $3,000.00 per year after the new main was paid for. Ockereack: The bills would run $600.00 - $700.00 per month, less in the winter. These rest areas get a lot of use. Hart: What about the IDOT paying my fees? Time and filling out state permits. It wouldn't be that much, unless there is a problem. I'll put a ceiling on it of $500.00. Ockereack: That shouldn't be a problem. Motion Morgan second Eggers to enter into an agreement with the Iowa Department of Transportation to provide water for use at the rest stops on I-80 just west of Tiffin, contingent upon approval of final agreement. Roll call vote: Stoner, aye; Hartels, aye; Morgan, aye; Eggers, aye; Stratton, aye. Carried unanimously.
