Woods: (GTE representative) We asked permission to store the cable. The project took longer than we expected because after it was started we decided to install fiber optic cable. This had to be made up and it slowed down the project. The first contractor was Shune from Cherokee. The new contractor needs another 10 days to finish. They are here and they are ready to work. I understand the problem with the child getting hurt. Who promised the donation?
Potter: The first contractor. I don't want to be responsible for letting these new people in.
Stoner: This project was supposed to be done a long time ago. These people moved in with no notice at 3:00 a.m. We've had a child hurt already. Can you find another place to go?
Woods: Probably. It would take a couple of days to move out.
Rayman: Most of the equipment will be left in the country. It was unfortunate that they moved it in at 3:00 a.m.
Morgan: We're responsible if anything happens.
Clerk: It looks like an attractive nuisance. I've seen small children playing on top of those rolls of cable.
Potter: We bought this area for a park.
Stoner: You're probably not aware that a child accidentally died on city property this summer. The attorney used that phrase, "attractive nuisance."
We just don't want the responsibility for something like this.
Rayman: I assumed it was okay to move in there, since the other company used it. I should have asked first. We could start moving out tomorrow. It would take a couple of days.
Council consensus to ask General Telephone Company and its contractors to remove equipment and materials from city property on Railroad Street by Saturday, November 11, 1989.
Haet reported that he has been working with the IDOT on a proposal for providing water to the rest stops on I-80. Initially, he thought the IDOT could run a 6 inch main from a point on Main and Railroad Streets. IDOT can only get funding for the project if it is a service line, not a main. Hart then proposed that the city install the main on Railroad Street which would tie a loop for the other mains. This has always been a recommendation and would benefit the city.
Ockereack: We don't have any problem with the water rates.
Hart: Would you reimburse the city for my time on the project.
Masteller: The bid letting is scheduled for March 27, 1990. Could you accommodate us by that time?
Potter: Could we sublet our work from your bid?
Hart: It would not be in our advantage to be in their bid package. We could get it done cheaper ourselves.
Morgan: What is the estimated cost to the city?
