Mike Singer of SEICOG addressed council concerning application for funds for park development through REAP program. Program wants to create green spaces. Next deadline is August 15, 1990. Program will pay for land acquisition, legal fees, title, appraisal. Follow procedures in Code of Iowa. State is using lottery funds and local match. City may use donations and volunteer work and cost it out as local match. Park must be owned by city but does not need to be inside city limits. If land acquisition gets problematic, DNR will probably back off. It would also increase the cost significantly. Income survey is not required. If city coordinates application and gathers letters of support from community segments, SEICOG will not charge a fee. Bradley DeBrower will do site visits. The first steps are to develop a five year plan for parks and a five year capital improvements project. Paul Slaymaker and Park Commission will development project.
Motion Brown second Bartels to begin application procedure for REAP funds for development of park space. Carried unanimously.
Bartels left at 7:40 p.m.
