Stoner reported on Civil Defense meeting: Johnson County will pay for county-wide insurance for HAZ-MAT until other arrangements are worked out. Iowa City and the University of Iowa will not cooperate on E911 systems. Each will bear the complete expense. The county will run a special election on the E911 matter next fall. Slaymaker reported that volunteer labor will install pea gravel under the playground equipment in the park using railroad ties and rerods for landscaping the last weekend in April at an estimated cost of $1,000.00. Pea gravel is supposed to be a safer surface than the ground if someone should fall. The decision was made by the Park Commission at its meeting April 9. Council consensus to meet at the proposed park site on Railroad Street at 6:15 p.m. on May 9 in order to decide where to install chain link and split rail fencing. Slaymaker asked about surfacing the proposed basketball court with concrete instead of asphalt. Hart stated that the concrete would crack due to the ground shifting from the trains, but that asphalt would heave because the soil is wet. Concrete will last a lot longer. Hart reported that Ted Spivey asked him about running electricity into the new building at the sewer plant. Council consensus to install electricity now so that equipment could be moved out of the pit later. Motion Brown second Slaymaker to approve clerk-treasurer's reports. Carried unanimously. Motion Stoner second Morgan to approve bills and accept receipts with the exception of the bill from Automated Systems Company for the trash pump in the amount of $6,863.54 pending settlement of damage claim. Carried unanimously. Motion Morgan second Bartels to adjourn at 8:05 p.m. Carried unanimously. GLENN R. POTTER, MAYOR ADELIA S. KERN, CLERK-TREASURER
