Whereupon Mayor Potter declared that ORDINANCE NO. 1999-231, AN ORDINANCE AMENDING COMPENSATION FOR OFFICIALS, be adopted and signified his approval of same by fixing his signature thereto. Passed by the council on the 13th day of October, 1999 and approved by the mayor on the 13th day of 1999. Council requested City Public Works Director and City Clerk to begin work for arranging a 28-E agreement with Johnson County Secondary Roads for a work agreement or investigate proposal for bidding work out prior to bad weather. City of Tiffin will cooperate with JCCOG for T-21 IDOT funding application for road grant money. The funding is very competitive and application is due November 19. Motion Walls, second Gericke to award Second Street Culvert Installation Project to Taylor Construction, POB 110, New Vienna, IA52065 at a cost of $110,779.15. Ayes: Gericke, Bartels, Walls, Ryan and Kern. Motion carried. Motion Ryan, second Gericke to approve a Adopt- A- Highway from Coralridge Mall Rotary Club along US Highway #6 with Iowa Department of Transportation. Ayes: Kern, Walls, Ryan, Gericke, and Bartels. Motion carried. Motion Ryan, second Kern to approve cooperation with Secretary of State Chet Culver for Internet Vote pilot project. Ayes: Kern, Walls, Ryan, Bartels, and Gericke. Motion carried. Motion Kern, second Bartels to adjourn the regular meeting at 7:21 p.m. for the purpose of going into closed session under Iowa Code 21.5 section j. Ayes: Gericke, Walls, Bartels, Kern, and Ryan. Motion carried. The regular session of the Tiffin City Council was resumed at 7:45 p.m. Motion Walls, second Ryan to authorize City Councilmember Jim Bartels, and Mayor Glenn R. Potter to proceed as directed and agreed within closed meeting and authorized attorney to draw up legal documents as discussed. Ayes: Ryan, Kern, Walls, Gericke, and Bartels. No parking signs on Kimberlite Street were discussed. Motion Ryan, second Gericke to accept printed clerk and treasurer's reports. Ayes: Bartels, Kern, Walls, Gericke and Ryan. Motion carried.
