Motion Shaffer, second Dils to approve a RESOLUTION #2002-18, RESOLUTION INCREASING ANIMAL LICENSE FEE FROM $2 TO $4 EACH YEAR PRIOR TO JULY 1ST, FOLLOWING JULY 1ST FEE IS $10. Ayes: Bartels, Dils and Shaffer. Nays: None. Absent: Walls, and Gericke. Motion carried. Councilmembers discussed purchase of used single axle dump truck from City of North Liberty. Mehmen and Detert would like the truck for snow removal next winter. Dils asked if they would use it. If Mehmen and Detert don’t use it, there won’t be money to purchase a second truck. The truck will be sold to Tiffin for the same price as North Liberty would get in trade-in for vehicle. Randy Morgan has checked the truck out. Walls has expressed concern about rust damage on box, however other public trucks will not be available for at least a year. Mew sewer plant has much higher utility use, Shaffer suggested checking into a peak demand meter for the plant. Report that IDOT project has completed work on property belonging to the Clear Creek Mobile Home Park, engineer will look into this. Some discussion on job description, evaluation and overtime policy. Bartels asked Clerk Reihman if there was anyway the council could help her with increased duties of the job. Reihman said the best help would be to receive all meter readings each month. Unread meters can cause confusion, and it is difficult to explain to customers why use is estimated on occasion. Will need to check raised dump truck for high line height across the city, so that no electrical accident occurs with the city crew. Motion Shaffer, second Bartels to adjourn. Motion carried 8:00 p.m.
