September 7, 2016 City of Tiffin Doug Boldt, City Administrator 300 Railroad Street P.O. Box 259 Tiffin, IA 52340 Re: Park Ridge Second Addition PAD Dear Mr. Boldt: We are in receipt of the Hart-Frederick letter dated August 29, 2016. We offer the following in response to city staff comments and concerns. 1. This PAD is being reviewed as an extension of the original PAD. The City of Tiffin has extended the moratorium on new PAD's. We acknowledge this comment. 2. Per the Subdivision Ordinance, The Developer is responsible for extending watermain and Sanitary sewer utilities to the edges of the development. Therefore, the sanitary sewer along Park Terrace should be extended to the Park Road Right of Way. Furthermore, the sanitary sewer should be extended north to the adjoining property. At the time of plat approval for the first addition of Park Ridge, the developer was allowed by Council to pay a fee in lieu of installing the sewer to the same adjoining property. A similar arrangement could be allowed by Council. The PAD has been revised to show the sanitary sewer extended to the Park Road Right of Way. An easement has been provided between lots 8 and 9 so the sanitary sewer can be extended in the future. The developer was not required to pay a fee in lieu of with Phase One and requests that the fee in lieu of not be required for Phase 2 as well. 3. The Developer has supplied a list of variance requests. The list is similar to the variance requests approved for the first addition. We acknowledge this comment. 4. Stormwater management area should be checked to ensure that the added area does not exceed the capacity of the basin. The basin constructed with part one was sized to provide for this area. The drainage calculations showing this were submitted with part one. If another copy is needed please let us know and one will be provided.
