Minutes of Regular Council Meeting, Tiffin, Iowa, July 7, 1965 Present: Glenn Potter, Ted Spivey, Bill Bream, Bill Verry, Wayne Stratton Also Wayne Reed of Powers & Associates; Jerry Colony Absent: None OLD BUSINESS: Sewer. Montgomery Ward presented the lowest bid to fence in the sewer plant and have been told to go ahead with installation. The problem of sewer hook-ups was discussed with Jerry Colony in order to clarify the situation of the many people who remain to be connected before the date of September 1 set by the ordinance. Jerry said, "I have only four or five that have given me permission to go. I haven't got a week's work in this town now that have actually said move." These are: Wendell Ackley, Kenneth Vesely, Ingham's small house, Dewey Elliott, Leona Rogers, schoolhouse, Dale Flansburg. He said these would be finished in one or two weeks. It is planned by the Council to inform the people that he has stated them as committed for whatever contract he has worked out with them and that is none of our business, but that they had best seek some assurance that this work will be done by September 1. The others will be so informed that they have yet to make arrangements with Jerry or someone else. Annexation: A study of the current assessed evaluations shows that Clyde Wolf would save about $50 a year by annexing. Water. Wayne Reed presented the preliminary survey for a water system. The geologist feels that it would pay to develop the test well into a producing well and use it for an extended period (6 months to a year) during which time he would arrange to take observation readings on the level in their observation well. He would arrange to have his own personnel do this, or someone in town. Mr. Reed said he thought the test well was a good investment/it will give the town water for starting up and for at least a year. Mr. Reed said he had checked with the Fire Underwriters in Des Moines and fire insurance rates should improve 15%. The 35,000 gallon storage tank is the underground type, which is much less expensive than the elevated type. There are three pumps; the fire pump will be used in conjunction with the other two pumps in case of fire. Iron bacteria is a problem increasing in Iowa. Not much is known about the cause. It does no health harm to people; it is undesirable because of taste, odor and appearance. A hypochlorinator is included in the plan for prevention of iron bacteria formation. There is no hydrant on a 4-inch main that is supplied from only one direction. The reason for valves are to give you as continued service as possible over as much of the town as possible as much of the time as possible. If you have a break any place in your system, you should be able to valve it off so that as few blocks as possible are out of service while it is being repaired. Engineer thinks town should install meters with the system. It was decided that a brochure should be worked up and sent to all Tiffin voters explaining the system proposed and notifying them of a public meeting on July 21. Then if an election is petitioned for and held, and a majority of the electors vote in favor of a water system, affidavits provided by the bonding company will be distributed to see if there would be enough users to make the construction possible. NEW BUSINESS: Glenn moved, Wayne seconded the motion to renew the beer license for the Tiffin Inn. Carried.
