December 1, 1965 (cont'd.) facilities and a sewage treatment plant for said Town heretofore ordered and under contract or contracts. These bonds when issued will not constitute a general obligation of said Town nor will they be payable in any manner by taxation., but said bonds together with any additional sewer revenue bonds as may be hereafter issued and outstanding from time to time ranking on a parity therewith will be payable solely and only from the net earnings of the municipal sewage works and facilities of said Town, and said Town shall not be in any manner liable by reason of the earnings being insufficient to pay said bonds. At any time before the date fixed for the issuance of the bonds, interested objectors may file a petition in the office of the Town Clerk setting forth their objections thereto. Water. We have completed financial statements and filled in the latest form the FHA has sent down, which is a summary of the engineer's report, the Town's finances, and a description of the system. FHA engineer has already met with Wayne Reed, and there are certain changes that they usually try to make to lower the cost of the installation. Christmas Party is set for December 19, 2-4 p.m. The candy is ordered and Mr. Villhauer has agreed to come as Santa Claus. Street Light Resolution for street light previously discussed was introduced by Bill Verry and seconded by Wayne. Carried unanimously. Railroad Crossing correspondence was reviewed. Purchase of a time switch for sewer plant was approved unanimously. At the present time, the plant is running about five times as much as it should for the amount of sewage handled. The switch would enable the blower to work on a time cycle. Mayor stated his belief that the Town should appoint a Superintendent of Public Utilities. This can be a councilman, but it should be set forth by a resolution of the Council. This is operating now under an independent fund, and there is a sizeable expenditure annually compared to the regular town business. The billing and collection for the sewer system should be separate also, and be paid from the earnings of the system. You can appoint someone from the Town, or you might want an accounting firm from Cedar Rapids or somewhere to handle it. Delinquent accounts will be certified this month to the County Auditor. Annexation. Mayor said there has been some talk about Coralville coming to the mile road, and he thinks if they do, the Town of Tiffin should object on the basis of encroachment and not being able to offer facilities. The Town is in a better position now to get the job done than after industry is in there. Farm land benefits through annexation by a lesser tax, but industry has to pay more. The problem of the church under construction and the sewer was introduced and discussed. The motion was made by Glenn Potter and seconded by Bill Bream that the Clerk notify the church board that the rentals start from the date of hook-up at the regular rate; the $250.00 tap-on fee will be waived; the church will be required to pay the $20.00 permit fee. Carried unanimously.
