Minutes of Special Council Meeting, February 22, 1969, Tiffin, Iowa The Meeting was called to order by Mayor Bream. Present: Ned Allen, Dale Flansburg, Glenn Potter, and Ted Spivey. Attorney Ralph Neuzil and Engineer Wayne Reed also present. Absent: Fred Moore Mr. Neuzil said that the resolution on trailers that was in the Town's minutes was not strong enough to prevent trailers from being brought into Tiffin since there was already a resolution allowing trailers in town. Mayor Bream instructed Mr. Neuzil to draw up trailer ordinance by the March 5 meeting. The old building ordinance, No. 56, would have to be repealed. Ned Allen made a motion that Mr. Neuzil draw up a new trailer ordinance. Ted Spivey seconded the motion. All in favor. Wayne Reed gave a report on the water project stating that we had to advertise three consecutive times and the bids could be opened 4 weeks from the first publication. Included in the bid specification will be a requirement that the school be connected to the water system by August 28, 1969. After the bids are open, F.H.A. will have to approve them which could take up to 90 days. Ted Spivey made a motion that the bid advertisement be published in the Iowa City Press Citizen starting February 27 and that the bid opening be set on March 27, 1969, at 7:30 o'clock p.m. at the Tiffin Fire Station. Ned Allen seconded the motion to advertise bids. All in favor. The Clerk will send a letter to the Iowa-Illinois Gas & Electric informing them on the progress of the town's water system. A Special meeting will be held Tuesday night, February 25, at 6:45 p.m. [Signature] Gary L. Bowman, Clerk
