The meeting was called to order by Mayor Bream.
Present: Ned Allen, Dale Flansburg, Fred Moore, and Ted Spivey.
Mr. Neuzil and Mr. Wayne Reed were also in attendance.
Absent: Glenn Potter.
Minutes of the last meeting were read and approved.
Mr. Reed met with the F. H. A. and the State Health Department on the treatment plant. The State Health Dept. will go along with the exclusion of the treatment plant but the F. H. A. requires treatment of iron if the content is more than .2 grains. Tiffin's analysis was 3.5 grains. Mr. Reed also talked with C. L. Carroll Company, the low bidder on the treatment plant. Since it is permissible to negotiate with the low bidder, they estimated a $20,000 savings on a new system. The F.H.A., however, will not go along with the drastic change. Mr. Reed also talked with Pittsburgh-Des Moines. They estimated we should be able to get a bid for around $23,000 to $25,000 for a standpipe. This would compare with earlier bids of $31,700.
F.H.A. estimates delay will take us to around March 3, 1969. If Winslow Well Drilling will hold an additional 90 days plus first 90 days, Mr. Reed thinks the Council should keep this bid. Knowling Brothers will hold their bid until March 3, 1969 if their supplier will not raise his prices.
It was decided a new analysis of the water would not bring the iron content level below F.H.A.'s requirement. Dropping the F.H.A. grant and loan was discussed. Private financing was also discussed.
It was decided the rate per customer was still higher than the townspeople would accept. It was suggested the Council investigate a private concern putting water into our distribution system for a lot less than is now estimated or bid. The Town of North Liberty and Holiday Court were sighted as examples.
F.H.A. grant money was discussed. It is understood there is no additional grant money left. Since the project is coming so close to being lost, Mr. Reed thought we should invite the F.H.A. men to our next meeting. Points to be brought up at this meeting are: (1) School being built with anticipation of municipal water system, (2) Deletion of treatment plant and/or, (3) larger grant, and (4) the system has been cut, trimmed, and redesigned and still comes to much more than the $5.00 per month estimated earlier. Mr. Reed will try to arrange a meeting with them October 1.
Mr. Neuzil will send railroad crossing petitions to Board of Supervisors.
Ned Allen made a motion to adjourn the meeting. Fred Moore seconded. All in favor.
