Minutes of Regular Council Meeting, June 2, 1969, Tiffin, Iowa. The meeting was called to order by Mayor Bream. Present: Ned Allen, Dale Flansburg, Fred Moore, Glenn Potter, and Ted Spivey. Attorney Ralph Neuzil was also present. Absent: None Minutes of the meeting in May were read and approved as corrected. Mr. Neuzil read a letter from Wayne Reed concerning the water project. It dealt with questions asked by Lee Boyse of Chapman and Cutler. 1. Would the FHA buy $80,000 or $100,000 worth of bonds? 2. Boyse said in the Iowa Code there is a 30 day waiting period between the time of the publication of the notice to receive bids and the actual receiving of the bids. He wondered why the Town only waited 28 days. Mr. Neuzil said according to the Iowa Code there is only a 10 day waiting period. 3. Mr. Boyse said the notice was only published in the Press-Citizen and should be in another paper. Mr. Neuzil said since Tiffin doesn't have a paper it was all right to only have it in the Press-Citizen. 4. It was thought that some one would have to buy $14,000 worth of bonds. Bill Bream said according to a report from Wayne Reed on April 3, 1969, the FHA will give the Town a grant of $14,000 and they will also purchase the remaining bonds. There will be no one else buying the bonds as thought by Mr. Boyse. Mr. Neuzil said he hasn't heard anything definite on the water. He has complied with the initial requests of the FHA and has called Chapman and Cutler five times. Bill Bream talked with Wayne Reed and he said everything looks good on the water system. He said the main contractor could begin digging right away and they could have the school hooked up by the last of August. It was decided to have a Special Meeting on June 9 to discuss the water project further. Mr. Neuzil still hasn't heard anything more about the Railroad Crossing. He has written to and called the officials in Des Moines, but hasn't gotten a reply. Mayor Bream talked with Al Barnes of the Sheriff's Patrol. Mr. Barnes said he or someone else would patrol the streets when the Council thinks it necessary. The Council decided at this time it wouldn't be necessary because of the nominal amount of trouble in the Town. Bill Bream said Keith Feckley of the Light. Co. has told him the Light. Co. has abandoned plans for the Chapman property. They would now like to build on a site owned by Clarence Haman. Ted Spivey made the motion and Fred Moore seconded it to give the Iowa Electric Light and Power Co. tentative approval to locate a sub-station at the site north of Highway 6 at the area located on the proposed map and the Light. Co. should proceed to circulate their petition to residents within 300 feet of the site for any objectors. Mr. Neuzil will write Mr. Feckley telling him of the Council's decision. John Wilman, who does black top work, was present to ask the Council if the Town needed any black top work done this summer. The Council decided if the water and gas go through this summer, the Town wouldn't have any major street repairs made.
