Exceptional Service Award Eligibility A member and recruit, regardless of rank or status as probationary or non-certified, will be eligible for a non-uniform clothing award for exceptional operational actions, including a save or a rescue, or a heroic act. A member may nominate or recommend another member for an exceptional service award by writing a recommendation explaining the factual background and information the recommendation is based upon with reasoning and rationale and submitting it to the Grant Administrator. A member may be considered by the panel without formal nomination. Upon receipt of a written recommendation, the Grant Administrator and/or Program Manager will perform a preliminary review and investigation of the merits of the recommendation, including by reviewing available written reports, photographs, or videos. The Grant Administrator and/or Program Manager will compile the information and will convene a three-person panel consisting of the Grant Administrator, Program Manager (Fire Marshal), and the Fire Chief. If one or more of these officers are subject to the nomination or recommendation, an alternate will be designated, such as an Assistant Fire Chief or EMS Division Chief and the nominated officer will not participate in deliberations. Upon convening, the panel will review and consider the evidence and will vote whether the nominated member should receive an award under this section. The vote will be by a simple majority vote. The Program Manager will maintain all records associated with this activity. Awards under this activity should be made within 60 days of member’s act forming the basis of the award. A member will be eligible for any other awards or recognition in addition to the non-uniform clothing award under this section. Funding & Disposition of Grant Funds Disposition of Funds. If additional funds remain in a grant activity’s line-item budget at the end of a SAFER year, those funds will be automatically rolled over to the next activity year during the POP unless a funds transfer is approved by FEMA.
