FEMA Item Rejection. If FEMA determines that a specific item selected or purchased for an award is not eligible for funding under the SAFER program, it shall be the policy of the City to fund the award from department funds if funding is available. If FEMA declines to reimburse the City for an award-related expense, City funds will be used out of the Department’s budget or the City’s general fund to complete the purchase. Insufficient SAFER Funds. If grant funds cover a portion of a grant activity but are insufficient to complete the grant activity, then City funds may be used to make-up or cover any shortfall for award related activities. This may include incidental costs or expenses associated with a grant activity, overages due to price increases, or other unforeseen circumstances that may arise.
