Upon review of the bids, and pursuant to the method of award stated in the specification, MMS Consultants recommends the City Council award to the contractor with the lowest base bid, All American Concrete of West Liberty, Iowa. We recommend awarding the project for the Base Bid in the amount of $248,581.55. MMS has reviewed the bid and project specifications before making this recommendation. MMS has worked with All American Concrete on previous projects where All American Concrete has proven to be an experienced, competent and effective contractor.
