ON-GOING PROJECTS
North Park Road Improvements – James Watters
Public involvement meeting was held at Tiffin City Hall on 6/25/24. Comments and feedback received at
the meeting where generally in support of the project and many attendees were interested in staging of
the project. Project is anticipated to be constructed over two construction years with final closeout
anticipated in 2027.
Army Corp of Engineers Permit has been submitted for the project on 6/18/24. Army Corp is requesting
purchase agreements for wetland and streambank credits. Purchase of these credits from area wetland and
stream credit banks is required to mitigate impacts to the stream crossing of N Park Rd, south of Mopar
Drive, which is considered a Waters of the United States (WOTUS) and is federally regulated. MSA has
contacted area wetland and stream credit banks and will forward cost and purchase agreements to the City
when ready.
MSA is preparing a watermain extension permit for submittal to the IaDNR.
MSA is working on preparing final plans, specifications, and estimate for the project. Submittal of these
documents to the IaDOT Local Systems Bureau for review will occur on August 6, 2024. Final plans submitted
for letting will occur on September 17, 2024.
Highway 6 Concept and Cost Estimate – James Watters
Field exam meeting was held virtually on 6/26/24 with City and IaDOT staff. Meeting minutes from the
meeting can be provided upon request.
DOT has requested the City consider sidewalk between Stephans St and Kimberlite St on the north side of
USH6/Marengo Rd. Originally, there was a planned gap in sidewalk connectivity due to steep backslopes
and the potential need for retaining walls. The IaDOT has concerns for pedestrian safety. See below
comment from IaDOT Construction Specialist Danielle Alvarez
“I think we should reconsider providing continuous sidewalk on the north side of HWY 6 ( area shown on
Sheet D.3). I know the block between Stephans Steet and Croell has quite a backslope which could be
challenging/require a wall. However, those two intersections already have operational problems with
common fender bender type issues with left turners accessing Fareway, Casey’s etc and we’ll be introducing
another variable with pedestrian crossings as part of this project. There’s a memorial cross in the SW quad
of Stephans and I’ve seen quite a few near misses, etc at Croell. Perhaps pedestrian signals at select
location(s) might be an option?”
