Outstanding debt over time
One bar per fiscal year (July–June, named by the year it ends): the June 30 figure of the best source that year (disclosure statement, then audit, then Annual Financial Report); a year without a June 30 figure shows the latest one printed. Bars before 2021 are the AFR's own categories. The last bar adds the estimate (dashed outline).

Share of the constitutional debt limit used
Iowa limits general-obligation debt to 5% of the actual value of taxable property. Solid points: the city's own computation, joined only within one kind of document (official statements, which include the bond being sold at its planned size; the debt books' current-year rows). The two kinds are not joined to each other: they count different dates and items. Hollow points are derived: an Annual Financial Report's GO total over its limit (counts annual-appropriation bonds in full), and the latest disclosure statement's GO rows over the last printed limit. Dashed: the financial advisor's projection in the latest debt book, which assumed the 2025A at $5.5M, the Recreation Center bonds (2026A) at $10M (issued: $12.9M), a 2028A fire station issue of $8.5M and 8% yearly valuation growth.

Where the documents disagree
Tax increment financing (urban renewal) debt
Each December the city certifies its urban renewal obligations to the County Auditor and asks for the TIF revenue to pay them. "TIF debt outstanding" is the remaining certified amount of every TIF obligation: developer rebate agreements, and the GO bonds TIF repays counted with their interest. It overlaps the debt above; it is not a second debt.
