Roll Call The City of Tiffin City Council held a work session Tuesday, January 21, 2025, at the City Hall Council Chambers. Mayor Kasparek called the meeting to order at 6:05 PM. Upon roll being called the following members were present: Eric Schnedler, Al Havens present via phone, Chris Olney, Tim Orris and Skylar Limkemann arrived at 6:25 PM. Others present City Administrator Doug Boldt, Assistant City Administrator Ashley Platz and City Clerk Abigail Hora. B. Agenda Additions/Agenda Approval Motion to approve agenda by Olney. Second by Orris. All ayes, agenda approved. C. Discussion of City Council Meeting Structure, Agenda and Resources Discussion: Council Member Schnedler and Assistant City Administrator Ashley Platz reviewed the meeting policy and code of ethics for City meetings. They discussed implementing a visual timer to manage speaking times, with the Mayor having the authority to adjust time limits for effective discussion flow. The Mayor should use the gavel as needed and summarize discussions to keep the meeting moving. They emphasized the importance of tabling resolutions if discussions become lengthy. They also considered moving Council reports to work sessions and having reports submitted in advance. Additionally, they discussed the process for adding items to the agenda and expressed interest in seeing pricing and design options for the Council Chambers. D.
