AGENDA ITEM # K-9 AGENDA INFORMATION TIFFIN CITY COUNCIL COMMUNICATION DATE: October 31, 2025 AGENDA ITEM: Discussion and Consideration of Pay Application #3 – Tricon Construction Group, Water Treatment ACTION: Approval Purpose To present a proposal from Next Level Response Solutions, LLC for the administration and development of an Assessment Center to evaluate candidates for the position of Fire Chief for the City of Tiffin. Background The City of Tiffin is preparing to conduct a professional and structured evaluation process for selecting its next Fire Chief. The proposed Assessment Center will be conducted between November 2025 and January 2026 and will include a full day of candidate evaluations using standardized methods aligned with national best practices. The process includes: • Structured interviews with panels (Chief Panel, Department Head Panel, Council Panel) • Presentation exercises • Situational judgment and simulation exercises • An Assessor Integration Session to align scoring and observations The assessment methodology follows the Guidelines and Ethical Considerations for Assessment Center Operations endorsed by the International Taskforce on Assessment Center Guidelines, and is tailored to reflect the Tiffin Fire Department’s mission, vision, and values. A full quote will be provided upon acceptance of the proposal, with final fees negotiated based on selected services. Recommendation Staff recommends approval to proceed with the proposal from Next Level Response Solutions, LLC to conduct the Fire Chief Assessment Center. This process will ensure a fair, transparent, and competency-based selection of the next Fire Chief for the City of Tiffin. Total estimated costs not to exceed $6,081.
