Discussion and Consideration of Change Order #11 – Boomerang Corporation, North Park Road Improvements Project – Motion to Approve

AGENDA ITEM # K-6 AGENDA INFORMATION TIFFIN CITY COUNCIL COMMUNICATION DATE: October 31, 2025 AGENDA ITEM: Discussion and Consideration of Change Order #9 – Original Town Phase 3 ACTION: Approval Overview This report is submitted for Council consideration of Change Order #11 for the North Park Road Project (STP-U-7662(615) – 70-52). The change order addresses additional erosion and sediment control measures required near the Blue Line Stream. Background During mass grading operations along the Blue Line Stream (west side of N. Park Road, from south of Mopar Drive to Hwy 6), significant erosion and sedimentation occurred, and existing soil stabilization measures proved insufficient. To comply with NPDES and Section 404 permits, more robust erosion control measures are required. The details of this chang order and the justification are as follows: • Description: Add rock check dams and associated maintenance and removal for erosion/sediment control. • Items Added: o Rock Check Dam: 200 LF @ $55.00/LF = $11,000.00 o Maintenance of Rock Check Dam: 5 EA @ $350.00/EA = $1,750.00 o Removal of Rock Check Dam: 5 EA @ $400.00/EA = $2,000.00 • Total Change Order Amount: $14,750.00 • Original Contract Amount: $5,458,891.91 • Revised Contract Amount: $5,497,683.66 • Contract Time Impact: None (no change to schedule). Justification • Rock check dams are more effective than wattle ditch checks and silt fence ditch checks currently specified. • Unit prices were reviewed and found reasonable compared to statewide bid averages: o Rock Check Dam: $55/LF (below average $69.04/LF) o Maintenance: $350/EA (within range) o Removal: $400/EA (within range) Recommendation Based on the City Engineer’s recommendation, staff recommends approval of Change Order #11 with Boomerang Corp. in the amount of $14,750.00 for additional erosion control measures on the North Park Road Project.
