AGENDA ITEM # I-6 AGENDA INFORMATION TIFFIN CITY COUNCIL COMMUNICATION DATE: October 31, 2025 AGENDA ITEM: Resolution 2025-087 – A Resolution Approving of an Escrow and Partial Release Agreement between the City of Tiffin and GHS Development, Inc. ACTION: Approval Background GHS Development Inc., represented by MMS Consultants Inc., has submitted the final plat for Tiffin Heights West, a proposed subdivision located within the City of Tiffin. The plat encompasses approximately 32.89 acres in Section 29, Township 80 North, Range 7 West, Johnson County, Iowa. The subdivision includes a mix of residential lots, public right-of-way dedications, and outlots designated for both public use and future development. The final plat has been reviewed by the City Engineer, City Attorney, and City Staff, and has been found to conform with the City’s ordinances and the applicable subdivision agreement. Conditions of Approval Approval of the final plat is contingent upon: 1. Execution of all necessary easement agreements and final plat documents 2. Execution of the escrow agreement 3. Recording of the final plat and resolution only after all contingencies are met The subdivider is responsible for all recording costs with the Johnson County Recorder’s Office. Recommendation Staff recommends approval of Resolution No. 2025-087, authorizing the Mayor and City Clerk to execute the necessary documents to approve the final plat of Tiffin Heights West, contingent upon completion of the required conditions.
